The Government of Ghana has taken a major step toward reviving the long-idle Volta Star Textiles Limited (VSTL) in Juapong, following the selection of a strategic investor to partner in restoring the factory to full operation.
The announcement was made by President John Dramani Mahama during his recent working visit to the Volta Region as part of the government’s “Resetting Ghana” development tour. According to the President, the move forms part of a broader strategy to boost industrialisation, create sustainable jobs, and strengthen economic growth across the region.
Volta Star Textiles, once one of Ghana’s leading textile manufacturing companies, played a significant role in providing employment and supporting the local economy in Juapong and surrounding communities before operations came to a halt several years ago.
Investor Selected After Competitive Process
President Mahama explained that government appointed a transaction advisor to oversee the search for a suitable investor. Following a competitive process, one strategic investor has now been selected to work with the government in modernising and reopening the factory.
The investor is expected to visit the facility soon to assess existing infrastructure and begin preparations for rehabilitation and the installation of modern production equipment.
Cotton Supply Agreement Planned
To ensure uninterrupted production once operations resume, government is also pursuing a Memorandum of Understanding with the Republic of Benin to secure a reliable supply of cotton for the factory.
Authorities believe the arrangement will provide the raw materials needed for continuous production while supporting long-term sustainability of the textile industry in Ghana.
Employment Opportunities for the Youth
The revival of Volta Star Textiles is expected to create hundreds of direct and indirect jobs, particularly for young people in the North Tongu District and across the Volta Region.
Beyond factory employment, the reopening is anticipated to stimulate businesses involved in transportation, retail, agriculture, logistics, and related services. The project is also expected to strengthen Ghana’s textile value chain and encourage investment in local manufacturing.
Part of the Volta Economic Corridor
Government says the revival of the textile factory aligns with its wider vision of developing the Volta Economic Corridor under the 24-hour economy policy. The initiative seeks to connect agriculture, manufacturing, logistics, tourism, inland water transport, renewable energy, and export-led industries to drive economic transformation across the region.

Residents of Juapong have welcomed the announcement with optimism, expressing hope that the reopening of the factory will restore economic activity and improve livelihoods.
